Brock Malcolm

Brock Malcolm is the leader of the Bowles Rice Health Care Law team. Prior to joining the firm, he served as Chief Operations Officer, In-house Legal Counsel, and Privacy Officer for Community Care of West Virginia, Inc. (CCWV), a Federally Qualified Health Center (FQHC) with operations in eight West Virginia counties. 

With experience unique to rural and community care, Brock brings a deep understanding of regional health issues to the team. He served on the Medical Subcommittee of the U.S. Attorney's Addiction Action Plan task force in connection with his role as a member of CCWV's Pain Management Committee. As former Chair for the Partners In Health Network board of directors, he worked with member organizations to affect a more rational approach to health care delivery and access to essential health services in West Virginia's rural communities.

Since coming to Bowles Rice, Brock has expanded the firm’s health care practice to include serving as general counsel for hospitals, FQHCs and FQHC Look-Alikes, Behavioral Health Centers, substance use treatment facilities, pharmacies, medical laboratories, dental practices, small independent medical practices, and health insurance companies/Medicaid MCOs.

His primary areas of focus include labor and employment law; health care compliance (including Stark and anti-kickback statute matters); grant writing and grants management; HIPAA and medical record privacy and security matters (including training and investigation, mitigation, and reporting of breaches); and certificate of need (CON) litigation. In addition to his representation of health care provider organizations, Brock represents numerous non-profit entities, including professional associations, human services organizations, and philanthropic foundations.

Brock is the primary author of the firm's West Virginia Health Care Law blog.  He is the immediate past president and current vice president of Healthy Harrison, a coalition of local health care and business leaders who work together with a common goal of measurably improving the health and wellness of the citizens of Harrison County, West Virginia. He also is the immediate past president of the board of directors for the West Virginia Rural Health Association. He currently serves on the boards of directors for the Center for Rural Health Development, Inc., the United Way of Harrison and Doddridge Counties (where he is the current board president), and Philanthropy West Virginia (where is the current board secretary).
